Combine marshmallow crème, powdered sugar, and vanilla, mixing well with hands. Shape into 5 rolls and chill for 2-3 hours. After rolls are chilled, combine caramels and water on top of double boiler; cook until melted. Dip each roll into melted caramels and roll in pecans. Chill 1 hour. Cut into slices.
